BSNL CO issued instructions regarding Migration of BSNL GPF subscribers from COMPACT Module to GPF Module of PFMS by DoT .

All concerned employees shall check / update their Increment Data , Aadhaar Number , Mail ID , Mobile Number etc in ESS portal before the prescribed cut off date to avoid the difficulties would be  faced subsequently including the handicap in withdrawing GPF from the new system.

 Meeting on BSNL Revival Package 2.0 by CMD BSNL And Board of Directors With The Representatives of ALL Associations and Unions:

The CMD BSNL has spared the time from his busy schedule and called a meeting with the representatives of all the Associations and Unions on the evening of 28.07.2022, to appraise the key points of the Revival Package 2.0 for BSNL approved by the Union Cabinet, Govt. of India and Action Plan to achieve the targets for the turnaround of BSNL.

In this meeting, All the Board of Directors Viz: Shri. Arvind Vadnerkar, Director (HR), Shri. Vivek Banzal, Director (CFA), Shri. V. Ramesh, Director (EB/CM) and Mrs. Yojana Das, Director (Finance) with CMD BSNL, Shri P. K. Purwar ji and Mrs. Anita Johri, PGM (SR) BSNL CO along with all Officers from SR Unit were present from Management Side.

On the other side, representatives from almost all the Associations and Unions of BSNL were present. From AIBSNLEA, the CHQ President, Shri Raj Pal Sharma, Dy.GS, Shri J.K. Patel & CHQ FS, Shri Dinesh Kumar have attended this Meeting. The Meeting was started sharp at 1900 hrs with warm welcome and greetings to all by Mrs. Anita Johri, PGM (SR) BSNL CO.

The 2nd Revival Package of Rs. 1.64 Lakh Cr. was announced for BSNL & MTNL by Central Cabinet on 27-07-2022. In this regards, in the Morning on 28-07-2022, the CMD BSNL has addressed the Staff of BSNL Corporate Office and explained about the details of 2nd Revival Package for BSNL and also extended greetings to the Hon. Prime Minister, Shri Narendra Modiji, Hon. MOC Shri Ashwini Vaishnavji and Hon. MoSC Shri Devusing Chauhanji for granting huge Revival Package 2.0 of Rs.1.64 Lakh Cr for BSNL & MTNL and shown the trust on BSNL. CMD BSNL mentioned that Govt. of India has shown full faith on BSNL and now it is the duty of its Employees to be got ready to work hard and deliver their best with much effort to fulfill the trust put forth by the GoI on BSNL.

In the evening meeting with the Associations and Unions, Hon. CMD BSNL has shared his views about the detailed efforts done by CMD BSNL & his team to convince all the officers in DoT, Secretary(T), MOC, MoSC and the officers in PMO about the importance and need of BSNL in Strategic Telecom Sector as a Market balancer & National Service Provider resulting granting of 2nd Revival Package for BSNL. CMD BSNL explained that this is the proud moment for BSNL since in the history of the entire PSUs, such package was never approved earlier. It is the Golden moments for all the BSNL Employees. CMD also expressed about the expectations of the GoI from the BSNL & its Employees and earmarked that I, on behalf of you all, have done many commitments to the GoI which are required to be fulfilled now to prove our worth and objectives set out by the GoI. We have to perform by putting all out efforts for the revival of BSNL and it is the last chance for the Survival of BSNL.

CMD BSNL further explained about the highlights of the package viz:

i) Government has full faith in BSNL and will provide all necessary supports to BSNL as a Strategic Sector.

ii) Confidence of BSNL Customers to be bringing back and improvement in BSNL services.

iii) The focus of Hon. PM was on three aspects viz: Resolve Legacy issues, Resolve Technology issues and full focus on dutifulness.  Message of the Hon PM is very clear “Perform or Perish.”

iv) Probably, this Package will be the final and last Chance for the revival of BSNL. Now all out efforts are to be done by all to turnaround BSNL and work hard for bounce back and improvements to fulfill commitments given to Hon PM.

v) GOI has taken over most of the liabilities and debts of BSNL.

vi) Vendors payments are expected to be cleared within next 3-4 months by given funding from the Govt. of India.

vii) Infrastructure and Networks to be strengthened for improvement in Services and for adequate Cash Flow, improvement in Revenue is desirable.

viii) Market Share of BSNL to be improved to its old high by vigorous efforts.

ix) All needs related to 4G Spectrum will be fulfilled by the GoI.

x) Lethargic, non-performer and corruption in the system will not be accepted and result oriented work culture to be evolved at all levels.

xi) To fulfill the objectives of the Dream Project of Hon. PM "Digital India" the merger of BBNL and BSNL happened with commitment of 80% delivery for Mission-500 wherein network to be rolled out in more than 26000 uncovered villages.

xii) Government has provided the funds for viability gap not only up to 2019-20 but assured to give regular support for next 5 years also to BSNL.

During conclusion of the informative address and detailed analysis of the Revival Package, CMD BSNL narrated that how it will be useful for the survival of BSNL and now focus should be on delivery and appealed to all to come forward and work hard to bring back the original pristine glory of BSNL in the days to come. CMD concluded his address with the clear massage of Hon. PM that ‘Perform or Perish’. Then time was given to the Representatives of all the Associations and Unions. All leaders have expressed their feelings and Congratulated CMD BSNL for this tireless efforts and historic achievement for BSNL.

On behalf of AIBSNLEA, Shri J.K. Patel, Dy. General Secretary has congratulated the CMD BSNL and all the Board of Directors for their continuous hard work for the past one year to convince the PMO, MOC, Sec.(T) and DoT officers to put faith in BSNL and thanked them for working assiduously to bring this revival package 2.0 and getting strong support for BSNL. He also expressed the heartiest gratitude and sincere thanks to the Hon. PM, Shri Narendra Modiji, Hon. MOC, Shri Ashwini Vaishnavji and the Union Cabinet for granting 2nd revival package for BSNL during a very crucial period.

In his deliberation, he mentioned that AIBSNLEA was also continuously pursuing the matters with PMO, Secretary (T), Sr. Officers in DoT as well as with the BSNL Management for granting the support for Viability Gap Funding from Govt. for amounting to Rs.13,789 Crore for the last 6 years.  

He also expressed the feelings of field units about the shortage of funds and cash crunch and facing difficulties in day to day maintenance of the services and also for Capital expenditure. Sometimes executives are also using their own pocket money for attending very urgent nature of network issues. Dy.GS also explained about the real feelings of the common employee about the BSNL that whether BSNL will revive, survive and continue or closed which has caused serious frustration, de-motivation and confusion among the minds of the primary employee.

However, it is now very much clear with this 2nd Revival Package awarded by the Central Government to BSNL that the hopes are again generated and we can together call that “Andhera Hatega and Suraj Nikalega”. On behalf of AIBSNLEA, he assured that we will work hard to achieve the targets even before the dead lines given by the Hon. PM for the Mission-500.

Simultaneously, he also mentioned that we all are ready to work more than 8 hours but our prolonged HR issues, Promotion, Pay & Perks should be settled within a due timeline. He also emphasized that there will be no much financial burden in the Promotions due to all the eligible executives since most of them have already crossed the Pay Scale of their respective Promoted Posts. He explained that several HR issues can be settled at the level of BSNL Management itself and need not to be sent even to DoT which needs immediate settlement and rest may be recommended to DoT for their final settlement in the due course of time with regular persuasion so that each Executive and Employee is highly motivated and energized to deliver the best for the growth of our great Organization BSNL. Before conclude, he once again Congratulated and extended sincere thanks towards the untiring efforts done by the CMD BSNL and the Board of Directors in getting the 2nd Revival Package in favour of BSNL. On behalf of AIBSNLEA family, he specially conveyed the heartfelt gratitude to the Hon. PM Shri Narendra Modiji, Hon. MOC, Shri Ashwini Vaishnavji, MoSC Shri Devusing Chauhanji, Secretary (T) Shri K. Rajaraman ji, Sr.DDG (PM) DoT and all the Sr. Officers of DoT.

The Director (HR) BSNL Board, Shri. Arvind Vadnerkar, has summed up the discussions.  He appealed all the employees to join hands with the Management in executing these targeted Projects. Dir (HR) congratulated the CMD BSNL and other Directors of BSNL Board for their successful efforts. Director (HR) conveyed his pleasure on the presence of almost all the Associations and Unions of BSNL in the Meeting for making this a grand success and assured that all pending HR issues will be given due consideration and settled one by one.

GS writes to Shri P.K. Purwar ji CMD BSNL regarding immediate issuance of long awaited AGM/CAO equivalent posts for all Streams. 

Since the Court disputes in respect of Reservation & Seniority issues may drag indefinitely to prolonged and no one not known about the final Judgement from the Hon'ble Court of Law for solution especially when thousands of cases are dragged down due to the interruption of Covid-19 Pandemic. 

The repeated swining of hopes and despair created to the minds of the aspirants pushed all the affected Executives into frustration.
