07.06.2018: Meeting with Member (Finance), Telecom Commission:

GS and GS, AIRBSNLEWA met Member (F), Telecom Commission and discussed:

A Implementation of 3^rd PRC report with 15% fitment benefits in BSNL: We requested Member (F) for giving her clearance to the BSNL Board approval on 3^rd PRC implementation in BSNL and as per the reply received from DPE. Member (F) mentioned that she has not received any proposal in her office in this regard. We informed her that the file is pending with DDG (EF), DoT. She immediately spoke with DDG (EF) and inquired about the status of file. DDG (EF) informed that he has returned the file to the Director (PSU) for clarifying some queries. Member (F) directed him to submit the file to her after receiving the reply from the concerned section. Member (F) further mentioned that she is in favour of implementation of 3^rd PRC in BSNL.

B Revision of Pension: We requested for revising the pension of BSNL pensioners by de-linking from the pay revision of the serving employees. Member (F) mentioned that this matter is being dealt by Member (S) and on recept of the case she will consider favourably.

C Payment of pension contribution on actual basis instead of maximum of pay scale: We requested Member (F) to consider the payment of pension contribution on actual basis instead of maximum of pay scale. Member (F) mentioned that on receipt of the case from Estt. Cell of DoT she will give her clearance on the proposal which is to be sent to DoE.

Meeting with Dir(PSU) DoT

05.06.2018 - Meeting with Dir(PSU) DoT: GS President met Dir (PSU) DoT and discussed regarding

(1) Implementation of 3rd PRC report with 15% fitment benefit in BSNL: In this regard Dir(PSU) informed that the BSNL Board approval along with the DPE reply letter on 3rd PRC report implementation in BSNL has been processed and now pending in the internal finance of DoT for clearance. After the clearance of DoT finance a Cabinet note will be prepared and with the approval of Hon’ble MOSC (I/C) it will be sent to the nodal ministries i.e. DPE, DOP&W, DoE and law ministry for circulation/comments. After the compilation of all the nodal Ministries comments the cabinet note will be sent to the Union Cabinet for the relaxation in the affordability clause of 3rd PRC for BSNL.

(2) E2 & E3 standard pay scales to the JTO and SDE equivalent executives of BSNL: Dir(PSU) informed that the reply on DPE and DoE have been received wherein DPE has already clarified that it is the respective PSU and administrative Ministry who has to decide the standard pay scales for the particular cadres, no intermediate pay scales are authorized. DoE has also clarified that the respective Administrative Ministry may decide the pay scales for the particular cadre. DoE need not to play any role in this regard. Dir (PSU) further mentioned that DoT has already decided standard pay scales E1 & E2 for JTO and SDE equivalent executives.

Retirement Farewell

Com. P. Rajendran CAO of Madurai SSA is going to retire on 31.05.2018. AIBSNLEA, Madurai has conducted a Felicitation Function to Retiring Officer on 25.05.2018.

Our Circle Secretary respected Com.C.Duraiarasan attended this felicitation function and honored Retiring Officer and gave address to the house. Circle Secretary elaborated the issues regarding 3rd PRC, Tower Subsidiary Company, CPCs, CPSU Cadre hierarchy etc. He also detailed the issues of individual Representations.

Meeting with CMD

24.04.2018 - Meeting with CMD BSNL: GS, President AGS (HQ), AGS (Finance) met CMD BSNL and discussed regarding.
a) Diversion of SAG / HAG level posts of Telecom Wing from BSNL to DoT. We expressed our serious concern against the diversion of 463 SAG & HAG level posts of Telecom Wing of BSNL are being diverted to DoT as per the judgement of Hon’ble CAT Hyderabad and Hon’ble High Court Hyderabad. CMD BSNL assured to look into the matter.
b) Implementation of 3rd PRC in BSNL. We requested CMD BSNL to use his good office in DoT for the implementation of 3rd PRC in BSNL with 15% fitment benefits. CMD BSNL assured to discuss the matter with Hon’ble MOSC&IT & Secretary (T) for early sending the cabinet note to Union Cabinet to get relaxed the affordability clause of 3rd PRC as suggested by DPE.
c) Implementation of Hon’ble Supreme Court Judgement on TES Group-B officers seniority. We requested CMD BSNL for early implementation of Hon’ble Supreme Court judgement on TES Group-B officers seniority CMD BSNL assured to discuss the matter with Dir(HR) for an early action in this regard.
d) ) Holding of CPCs to fill up the vacant Group-B and Group-A equivalent posts. We requested CMD BSNL to direct the Pers. Cell for conduction of the CPCs to fill up the vacant Group-B & Group-A posts. CMD BSNL mentioned that he has already directed GM(Pers) to process the CPCs and if required the proposal may be put up to BSNL MC for consideration.
e) Medical reimbursement to BSNL pensioners and no reduction in no. of days. We requested CMD BSNL for issuing necessary order for the reimbursement of medical bills through cash ot voucher to BSNL pensioners and requested not to reduce the no. of days from 23 to 15 it will put BSNL employees and pensioners in hardship. CMD BSNL mentioned that Dir (HR) is already cease with this issue and shortly necessary orders will be issued.
